Sanjeev Jaiswal: A visionary leading MHADA’s housing transformation -

Mr Sanjeev Jaiswal, IAS, Vice President and CEO of MHADA, has redefined affordable housing and urban redevelopment in Maharashtra. With landmark projects like Kamathipura, Chembur Colony, Motilal Nagar, and BDD Chawls, his leadership combines citizen-centric governance through Lokshahi Din with a transformative vision that is reshaping Mumbai’s skyline and restoring dignity to thousands of families.

With nearly three decades of distinguished service in the Indian Administrative Service, Mr Sanjeev Jaiswal, IAS, Vice President and CEO of MHADA, has brought a rare combination of vision, empathy, and execution to Maharashtra’s housing sector. His leadership has been marked by ambitious redevelopment projects, citizen-centric governance, and a commitment to affordable housing that is reshaping the urban landscape of the state.

From the outset of his tenure at MHADA, Mr Jaiswal has emphasised strategic transformation, positioning the authority not merely as a builder of homes but as a driver of holistic urban renewal. Under his stewardship, MHADA has undertaken landmark redevelopment projects such as Kamathipura, Chembur Colony, Punjabi Colony at GTB Nagar, Siddharth Nagar (Patra Chawl), Motilal Nagar, and the historic BDD Chawls, each of these projects representing not just construction but the restoration of dignity, safety, and modern living standards for thousands of families. For instance, the Kamathipura redevelopment spans 27.59 acres and covers lanes 1 to 15, rehabilitating over 8,000 residents and transforming 943 cessed buildings into modern high-rises, while the BDD Chawls project is set to provide nearly 16,000 families with spacious 2-BHK apartments, reshaping central Mumbai’s urban fabric.

Equally significant has been his focus on governance that is transparent, empathetic, and responsive, Mr Jaiswal chairs Lokshahi Din, a dedicated grievance redressal forum where citizens can raise issues directly with MHADA’s leadership. This initiative reflects his belief that governance must be participatory and accessible. A government officer of his calibre regularly addressing public gatherings to share information beneficial to citizens, encouraging them to approach MHADA through formal channels like Lokshahi Din for resolution of concerns, and institutionalising such platforms, has ensured that every voice is heard and every grievance is addressed.

His tenure has also been marked by action-oriented planning, including the review and implementation of MHADA’s 100-Day Action Plan, which emphasised timely project delivery, improved service quality, and measurable outcomes. This approach has instilled confidence among stakeholders and reinforced MHADA’s reputation as a responsive and accountable institution. In addition, MHADA under his leadership, has embraced transparency through initiatives like Janata Darbar, faceless lottery systems, and digital monitoring, ensuring that citizens have direct access to decision-makers and that processes remain fair and efficient.

Mr Jaiswal’s career trajectory underscores his depth of experience and commitment to public service, having served as Municipal Commissioner in Thane and Nagpur and as Additional Commissioner at BMC. He has consistently demonstrated innovative leadership and effective governance. His work at MHADA builds upon this legacy, reflecting a deep commitment to affordable housing, urban development, and citizen welfare. His vision has also aligned MHADA with national initiatives such as the Growth Hub Project, which aims to deliver 30 lakh affordable homes in Maharashtra by 2030, with MHADA itself committed to building 8 lakh of them, thereby integrating affordability, inclusivity, and sustainability into Mumbai’s housing future.

The hallmark of his leadership lies in integrity, empathy, and measurable impact, by combining large-scale redevelopment with citizen-focused governance. Mr Sanjeev Jaiswal has set a benchmark for public service in Maharashtra. His tenure exemplifies how visionary leadership can transform housing and urban development, ensuring that citizens not only receive homes but also communities that foster dignity and growth. Citizens are encouraged to engage with MHADA through Lokshahi Din and other formal channels, contributing to the state’s housing transformation under his exemplary guidance.

This is the story of a leader who has not only rebuilt homes but also rebuilt trust, who has not only transformed structures but also transformed lives, and who continues to stand as a beacon of hope and progress for Maharashtra’s housing sector.
